The Assembly was inefficient and violated the Constitution during 2021
The Assembly of Kosovo has had a poor performance in legislation during 2021. This is the assessment of experts who say that the eighth legislature was inefficient also in overseeing the implementation of various laws and strategies. It is considered that it also failed to appoint boards and institutional agencies. Moreover, during the last year, the Constitutional Court found that the Assembly took a decision in violation of the Constitution, when it dismissed five members of the Independent Oversight Board for the Civil Service of Kosovo. Meanwhile, in nine months of operation, the Assembly approved 36 laws, while another 79 draft laws are in the process of the Government's legislative agenda that had planned to approve about 190 draft laws in 2021.
