The lack of a quorum in the Assembly has become a habit. The ruling party, Vetëvendosje, is being criticized for failing to pass draft laws, and for interruption of plenary sessions in the absence of MPs. However, the latter promises to accelerate the adoption of the legislative agenda.

In the spring session only 37 laws were adopted while another 69 are in procedure, making the progress of fulfilling the legislative agenda to be 34%. Of these adopted laws, ten of them belong to the justice sector, five to health, four are divided into trade, finance and security, two are from the economy, and 8 are in other sectors. All adopted laws have been sponsored by the Government. During the spring session, from January to mid-June, the MPs of the Assembly of Kosovo were invited to 24 plenary sessions, extraordinary or solemn. 4 new sessions have started in January, 5 in February, 6 in March, 5 in April, 3 in May, and in June only one.
