Sazan Ibrahimi accuses the central level of ignoring the requests of the municipalities

The establishment of the fourth grant, the amendment of the Law on public procurement, the management of collective contracts, the elimination of bureaucracy for the establishment of local public enterprises is some of the issues that municipalities have been seeking solutions from the central level for two years now, but which continue to fall on deaf ears.

This is what Sazan Ibrahimi, the president of the Association of Kosovo Municipalities, says in an interview for KosovaPress, as he mentions that the absolute majority of the mayors of the municipalities have complained that the central level is not supporting them in a sincere way.

Among the main challenges, Ibrahimi mentions the collective contracts which are being applied unfairly at the expense of the municipalities, costing them millions of euros. He points out that this year 22 municipalities will have shortages in financial means for new capital investments.

Ibrahimi says that the delays in the transfer of own revenues are being attributed to the municipalities in the auditor's report and the grand performance scheme. He points out that most of the mayors are considering these delays as political

The President of the Association of Kosovo Municipalities said that an administrative instruction is being drawn up, with which the central level will try to take the spaces of the municipalities. For this administrative instruction, Ibrahimi says that there is no legal basis.

He indicates that the municipalities are in the process of drafting the municipal budget for 2025, for which he says that they are expected to accept the budget limits of expenses by the end of July or the beginning of August.
