GLPS mentions Kurti's promise to reformat the Government, highlights three-year deadlock
The Group for Legal and Political Studies (GLPS) has published the analysis of the three-year government, where it has emphasized the stagnation in foreign policy, reforms in the rule of law and the fight against corruption. However, as far as the Kosovo-Serbia dialogue is concerned, GLPS considers that the soft reaction towards Serbia and the aggressive attitude towards Kosovo represents a strategic mistake of the international community, jeopardizing the entire dialogue process.
According to the analysis carried out, the Kurti Government has not brought any new recognition to the country, while the need for long-term elections has been emphasized, since according to the GLPS, short-term solutions damage Kosovo's integration path.
Njomza Arifi, program manager at GLPS, has listed the achievements and setbacks of the three-year government of the Prime Minister, Albin Kurti. She said that the third year of the government continues to be characterized by the phenomenon of the positions of acting officials exceeding in most cases even the legal deadlines.
According to her, the reforms in the rule of law have continued to be at the top of the government's agenda even during the third year, adding that the special focus of the assessment they have carried out is on the vetting reform of the justice system, the initiative for reforming the legal framework for the prosecution system, the fight against corruption and organized crime, as well as the national strategy for the fight against corruption.
Arifi has said that during this year there has been continuous criticism of the executive's tendency to interfere in the justice system, through public statements against the judiciary and the prosecution for which he said that one of the main documents in the field of the rule of law remains the National Strategy for the Rule of Law 2021-2026.
She also said that as far as the State Bureau fo Verification and Confiscation of Unjustified Assets is concerned, there has been no movement in this direction since the same draft law was sent to the Constitutional Court for constitutionality assessment, already a year ago.
Meanwhile, speaking about the fight against corruption and organized crime, she said that Kosovo is still at an early stage in the fight against corruption and organized crime.
GLPS also demands clarification as soon as possible of the scandal that leaked in the media regarding the purchase of state reserves during this third year of government.
On the other hand, the executive director of GLPS, Arbëresha Loxha-Stublla, has criticized the Government on the proposed amendments to the Law on Public Officials (LZP).
Stublla also said that the Kurti II Government failed to secure any additional recognition or membership in international mechanisms.
Among other things, she said that since March of last year, and especially after the attack in Banjska in September, the dialogue with Serbia has consumed most of Prime Minister Kurti's foreign policy efforts during this third year.
GLPS also emphasizes that the integration of Kosovo Serb citizens remains essential, adding that it falls on the government's responsibility to develop a strategy aimed at the integration of the Kosovo Serb community, offering economic, social and political incentives.
