The head of the parliamentary group of the Democratic Party (DP), Enkelejd Alibeaj has submitted to the Albanian Parliament a draft resolution on the Serbian genocide committed in Kosovo and a motion to conduct the debate. It is also requested that the Albanian Parliament declare January 15, the day commemorating the Recak massacre, a day of commemoration of the genocide against Albanians in Kosovo.

According to the head of the DP parliamentary group, this draft resolution aims at Serbia's acceptance of the genocide in Kosovo, active assistance in clarifying the fate of missing persons, compensation for the damage caused by the genocide, and renouncing any attempt by Serbia to damaged Kosovo's interests. Meanwhile, for the Albanian institutions, Alibeaj demands maximum commitment for the full disclosure of the truth and unconditional support to the Republic of Kosovo. The resolution emphasizes and uses the term 'genocide' for the violence committed by Serbian forces in the territory of Kosovo. It is based on the report of the UN Special Rapporteur A/53/322 of the UN General Assembly, dated 11.09.1998, for the killings and executions of Albanian residents in their settlements and the large number of deportees; as in the statement of the UN Secretary General at the 53rd Session of the UN Commission on Human Rights, E/CN.4/1999/SR.19, dated July 9, 1999, for the end of the 20th century "under the black clouds of genocide", which is also characterized by the campaign of ethnic cleansing carried out by the Serbian authorities in Kosovo, which seems to have only one goal: to expel from Kosovo or to kill as many ethnic Albanians as possible, denying them fundamental rights to life, liberty and security. The resolution refers to the crimes committed by Serbian forces through a state-planned and institutionalized campaign aimed at the disappearance of Albanians and the violent change of ethnic composition, which resulted in the expulsion of about 1 million people (as well as the confiscation of identity documents, vehicle documents or any other type of documents with the aim of destroying evidence of their identity and state affiliation), the killing of about 12 thousand unprotected civilians of all ethnicities, including 1,392 children and 1,739 women. Also, at its base are the 100 collective massacres identified against the civilian population in Kosovo, Albanians, with the destruction of settlements and houses in many towns and villages in the territory of Kosovo; given the horrors of these brutal acts which include the burning alive of people in the presence of their family members, the brutal murder of children, women and the elderly as in Likoshan, where from 28 February to 1 March 1998 there were 24 civilian victims. This request of the Democratic Party comes on the eve of the 23rd anniversary of the liberation of the country from the Serbian regime, which is marked on June 12.
