The Assembly of Kosovo during 2023 had a lack of quorum, accusations and insults that culminated in an unprecedented brawl between PDK MPs and some of the government cabinet ministers in the July 13 session. The extreme polarization between political parties is considered to have damaged the work of the legislature and the achievement of consensus on national issues, as well as the adoption of international agreements.

The ruling party accuses the opposition of using fictitious causes throughout the year to harm the majority. But the opposite is said by the opposition, who considers that Vetëvendosje has not had the political will to cooperate with the opposition even on matters of national interest. The opposition criticizes the government for not fulfilling the legislative agenda, as well as not allowing parliamentary supervision.

The monitor of the work of the Assembly of Kosovo, Violeta Haxholli, told KosovaPress that the legislature during 2023 has approved only 71 laws or only 25 percent of the legislative agenda of 2023. She emphasizes that many sessions have failed due to the quorum, while considering that the Assembly has failed in terms of parliamentary supervision of the government.

On the other hand, the head of Vetëvendosje Parliamentary Group, Mimoza Kusari-Lila, told KosovaPress that the Assembly has performed well this year, but at certain stages there have been delays, which according to her occurred when there was a blockade from opposition parties.

She is justified for not approving the Civil Code this year as well, while promising that next year there will be an increased dynamic of work to fulfill the electoral promises.

But criticism against the majority in the Assembly is addressed by the PDK MP, Blerta Deliu-Kodra, who told KosovaPress that the government has lagged behind in fulfilling the legislative agenda, while most of the laws approved according to her have gone through accelerated procedures.

As she says, the content of the laws has been weak, so some of them have been sent to the Constitutional Court, where she mentions the Law on the Sovereign Fund.

Meanwhile, the LDK MP, Armend Zemaj, tells KosovaPress that the work of the legislature in terms of content has been weak due to the interventions of the government and the majority in the Assembly.

He mentions the blocking of several investigative commissions, which according to him has not allowed parliamentary supervision.

During 2023, the Assembly held a total of 78 sessions which, due to poor planning and the non-participation, produced 27 continuations, and 13 extraordinary sessions and two solemn sessions were also held. /E.Zeqiri/
