The 46th attempt to constitute the Assembly

MPs will convene today for the 46th time in a row in an attempt to constitute the Assembly of Kosovo.

Aside from the swearing-in of elected MPs, the new Assembly remains unconstituted due to the failure to elect a new Speaker and Deputy Speakers.

Vetëvendosje, along with Guxo and Alternativa, have not managed to secure enough votes for Albulena Haxhiu, whom they have proposed as Speaker of the Assembly. Due to a lack of votes, they have proposed changing the voting process from open to secret.

The committee that enables secret voting is not supported by the Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), and the Alliance for the Future of Kosovo (AAK). This issue has even been brought before the Constitutional Court, which has issued its ruling, but the same is being interpreted in different ways by political entities.

The Constitutional Court ruled that the ninth legislature has a one-month deadline to complete the constitution process — including the election of the Speaker and Deputy Speakers.

PDK and AAK have called on Vetëvendosje to replace their candidate for Speaker, arguing that she has acted against the interests of the state. Meanwhile, LDK has stated that it will not vote for any candidate.

These parties have also said that Vetëvendosje, Guxo, and Alternativa do not have the votes to form a government, for which they say a political agreement is needed. However, Vetëvendosje has insisted that this should be tested by first voting to constitute the Assembly.

Meanwhile, PDK and LDK have once again addressed the Constitutional Court to clarify whether the recent sessions have violated the Constitution. President Vjosa Osmani has also announced that she will soon address the Constitutional Court about what measures should be taken if the Assembly is not constituted by the foreseen deadline of one month.

It is worth recalling that the parliamentary elections were held on February 9. The first session for constituting the new Assembly took place on April 15. Since that date, continuation sessions have been held every 48 hours, without reaching any concrete result.
