At the Basic Court in Prishtina on Thursday, the trial continued against the former CEO of the Kosovo Energy Corporation (KEK), Nagip Krasniqi, and Isuf Zejna, who are accused of damaging the state budget by approximately 37 million euros. During today’s session, testimony continued with Skënder Isufi, who stated that the company responsible for repairing boiler A5 was not issued a work permit because it had not completed several required documents, such as health certificates and the list of workers.
This response from Isufi came after a question from the presiding judge, Rrahman Beqiri, KosovaPress reports.
“They started requesting work permits, and of course a request for entry permission is also required, which is issued by another sector, while the work permit is issued by Kosova A in this case… Judge: Was the permit issued? Isufi: No, because they did not meet the required criteria, including the documentation, health certificates, and personnel list, so the work permit was not issued. It was mostly the entry permit orientation, and then the contract was terminated,” he said.
Isufi said that during the procurement process, there was no element indicating any bias toward a particular economic operator.
No, we did not have any element to say that we were biased toward someone… We cannot know. We evaluated the offers we received and gave our opinions as commissions,” he declared.
During today’s session, Nagip Krasniqi’s lawyer, Vyrtyt Ibrahimaga, asked the witness in which cases a subcontracting declaration must be submitted under oath.
The witness said that every company participating in the tender must submit a sworn declaration. However, in the case of boiler A5, the subcontractor’s declaration was submitted unsigned.
“Every company participating fills out a sworn declaration; the subcontractor also had to submit a sworn declaration, but the first time it was submitted, it was unsigned. Then we told them to resubmit it,” he said.
Just like a previous witness who said the Evaluation Commission had doubts about the signatures in this procurement procedure, the same was stated by Skënder Isufi.
“The first and second signatures were different… I don’t remember that we were told why the signatures were different,” he said.
Isufi further stated during his testimony that the evaluation commission had doubts about whether the economic operator for the A5 boiler repair was responsible.
“They could make requests; it’s their right. But we had elements that did not convince us they were responsible, and in the evaluation report, we stated they were irresponsible because they constantly changed positions during negotiations and switched roles. It was not only the sworn declaration; other factors were also considered,” he emphasized.
During his testimony, the witness also denied that Krasniqi exerted any pressure regarding the work or the evaluation of offers.
Alongside the questions from the judges and the defense of former KEK CEO Nagip Krasniqi, the witness, Skënder Isufi, first responded to questions from the prosecutor, Fikrije Zejnullahu.
During his testimony, Isufi stated that the supervision of the delamination project at Power Plants B1 and B2 was conducted through a negotiated procedure tender, and the contracted economic operator was the company “Tuv Hellas.”
He said that in this procurement activity, he served as the head of the evaluation commission, while commission members included Ramadan Ahmeti and procurement officer Mirvete Gërguri. According to him, the procedure was conducted in January 2023.
“The offer was from the operator ‘Tuv Hellas’… Prosecutor: Did other economic operators have access to this procurement activity… Isufi: Only one offer was evaluated… Prosecutor: Can you explain how the tender was handled, if an agreement was reached, a contract concluded… Isufi: The commission submitted its report after completing the negotiations and recommended proceeding with the contract. The commission always evaluates whether the offer meets the required criteria; in other words, the offer was responsible,” the witness stated.
He added that the company started work at the same time the delamination project began, and its role was to supervise the work and provide services to KEK during the contract supervision process.
According to the indictment, the former CEO of KEK, Nagip Krasniqi, together with Ymer Dragusha and Isuf Zejna, is accused of damaging the state budget by approximately 37 million euros. The accused, Ymer Dragusha, reached a plea agreement with the Prosecutor’s Office.
At the first session held on January 15, 2026, former KEK CEO Nagip Krasniqi and Isuf Zejna pleaded not guilty.
The indictment by the Special Prosecution was filed on December 30, 2024. Meanwhile, the former KEK CEO, Nagip Krasniqi, is also being tried in another case where he is accused of corruption within the Kosovo Energy Corporation.
