What messages is the senior U.S. official expected to bring to Kosovo?

Today’s visit of the Senior Bureau Official for the Bureau of European and Eurasian Affairs, Brendan Hanrahan, to Kosovo is being seen as a renewed focus of American attention on the country and the Western Balkans, reports KosovaPress.

One of his key messages is expected to be the need for the formation of new institutions and overcoming the political crisis following the parliamentary elections held on February 9.

The American diplomat will be received in a meeting by the acting Prime Minister, Albin Kurti, government sources told KosovaPress, but they did not disclose the agenda of the discussion.

In addition to Kurti, the Department of State official will also meet with representatives of the parliamentary parties in the country.

MP Armend Zemaj from the Democratic League of Kosovo (LDK) told KosovaPress that deepening the partnership with the United States is in the country’s best interest.

According to him, the political deadlock in Kosovo has drawn the attention of the United States, which could help resolve the crisis through the constitution of the Assembly and the formation of a new government.

However, he also pointed out the delays in appointing a new U.S. ambassador to Kosovo, which he considers concerning.

“This is good news and an indication that, despite the busy global agenda and events involving the U.S., the interest in Kosovo remains alive. This visit should serve as a warning to the fact that Kosovo has not yet formed the institutions that emerged from the elections. It’s been a while since there’s even been a US ambassador appointed to our country, which, for me and for the LDK, is concerning because the lack of representation at that level can be interpreted as a message to the government and political class that the interest in the partnership must come from us and not be one-sided,” he stated.

On the other hand, political analyst Dorajet Imeri told KosovaPress that the visit of the high-ranking U.S. official to Kosovo demonstrates the continued strategic engagement of the U.S. in the region, with the aim of preserving its long-term goals in the Western Balkans.

“Despite the difficulties Kosovo is facing in the process of constituting institutions, the U.S. continues to act within its regional strategy. It constantly sends diplomats to push forward its agendas. It is clear that the U.S. needs a partner in Kosovo, and therefore, the new government must stem from a functional majority in the Assembly. An unconstituted Assembly and a caretaker government cannot function at full capacity,” he said.

However, Imeri emphasized that the lack of appointment of a U.S. ambassador to Kosovo, as well as to some other countries in the region, is a possible signal of a lack of active interest by the U.S. under current circumstances.

“The U.S. has not appointed ambassadors to many of the countries in the region for some time. This reflects the current administration’s policy, which could be interpreted as a more withdrawn approach toward the Western Balkans. This delay in appointments is a pessimistic signal that the U.S. no longer sees our region as a priority,” he said.

The Senior Bureau Official for the Bureau of European and Eurasian Affairs, Brendan Hanrahan, also met this week with the President of Kosovo, Vjosa Osmani, who is currently on an official visit to the U.S.

The American diplomat announced a few days ago that he will visit the Western Balkans this week, where in addition to Kosovo, he had announced a visit to Bosnia and Herzegovina and Serbia.
