In the Government of Kosovo, they say that they are ready to draw up a draft statute of the Association of municipalities with a Serbian majority, but not separate from the Brussels Basic Agreement and the Ohrid annex. According to them, the theme of the Association requires a national consensus, however, the opposition and experts say that this is late, frivolous and is being done only to buy time for dialogue.
The Deputy Minister of Justice, Vigan Qorrolli, tells KosovaPress that if the circumstances arise to create a professional commission for drafting a draft for the Association’s statute, it will be done in accordance with the Constitution.
However, PDK MP Enver Hoxhaj says that these are late efforts of the government and are being done only to buy time in the dialogue.
On the other hand, the professor of law and international relations, Enver Hasani, tells KosovaPress that the tendency of the government to establish a draft statute for the Association is frivolous.
According to him, the procedure for the establishment of the Association is known and that the government cannot unilaterally draft the same, but must go through mediators in dialogue and with the agreement of the Serbian side.
Last month, the Minister for Communities and Returns, Nenad Rashiq, told KosovaPress that he is ready to be involved in drafting a draft statute for the Association.
The readiness to draw up a draft for the Association and send it for evaluation to the Constitutional Court has been given as an opportunity by the Minister of Foreign Affairs and Diaspora, Donika Gërvalla, as proof of the guarantee for moving forward in Kosovo’s membership in the Council of Europe.
