Municipal budget – Rama: No political calculation should override citizens

The Mayor of Prishtina, Përparim Rama, stated in an extraordinary session that the allocation of own-source revenues and the 2026 budget are funds intended for the functioning of public enterprises and for the benefit of the capital’s citizens.

He emphasized that in this sensitive situation, the priority is the citizens, noting that no political calculation should take precedence over their needs, KosovaPress reports.

“I had said that we should not deal with daily politics today, but with major decisions that directly affect citizens’ lives. Before us are two crucial decisions for the normal functioning of the capital: the transfer of funds from the previous year worth €28 million and the approval of the 2026 budget. In this sensitive financial and institutional situation, the absolute priority is the citizens of the capital—no political calculation should take precedence over their needs. The funds we will address today will be immediately used for the operation of public enterprises, for protecting jobs, paying employees, and meeting the basic needs of the capital. I publicly request that the €35 million, of which €25 million are own-source revenues and €10 million in government grants legally designated for citizens, be made available for the capital’s use without delay, as withholding them harms the citizens,” said Rama.

Before the Prishtina municipal assembly members, Rama also stressed that the interests of the citizens, not political parties, are defended in the municipal assembly.

“Here we do not defend party interests; here we defend the interests of the city and its citizens,” he said.

It is recalled that the Municipality of Prishtina and the Ministry of Finance have clashed for several months over the municipal budget blockade. As a result, Urban Transport has been on strike since Monday because workers have not received salaries since May.

The Ministry of Finance announced that last Friday it allocated budgetary funds to the Municipality of Prishtina for December.
