Audit report: ‘RWC Prishtina’ over 71 thousand unregistered consumers

The Regional Water Company (RWC) “RWC Prishtina” has received 18 recommendations from the National Audit Office (NAO) after irregularities found during the compilation of the audit report, which are mainly related to ineffective governance in information technology.

In the Committee for the Supervision of Public Finances, the member from the ranks of the Vetëvendosje Movement, Mirlinda Tishukaj Sadiku presented the findings of the NAO report on “RWC Prishtina”. Sadiku showed that there is a lack of information technology strategic planning, policies and procedures, and it has not established an adequate technology organizational structure.

She said that this enterprise does not have a complete organizational structure and a clear division of duties and responsibilities.

Further, Sadiku emphasized that more than 71 thousand active consumers were not registered with identification numbers at all, while about 4 thousand personal numbers registered more than twice in the system containing different first and last names were encountered.

“RWC Prishtina” received these findings and recommendations in April last year.

During the review of the performance audit report “Information Systems at the Prishtina Regional Water Company” the RWC Board was also invited.

The chairman of the RWC board, Bashkim Pllana, said that throughout the year they have tried to act on the basis of the recommendations of the NAO and that half of them have already been adjusted. He showed that the organizational structure for the division of duties and responsibilities has been adjusted 100 percent.

Regarding the part that “RWC Prishtina does not have an efficient mechanism for assessing the risk of information security”, Pllana emphasized that about 80 percent of this issue has been fixed.

He emphasized that they have met 50 percent of the point for creating preventive mechanisms against physical and environmental risks for the environment.

The RWC board was asked if during the inspection they came across that any car wash is using the water for business, while the latter answered that no such thing has been reported.

Meanwhile, they were also asked about the debt that consumers have towards this company.

The member of the RWC Board, Riza Spanca, said that the accumulated debts of consumers reach the value of 52 million euros.

He added that most of these debts come from household, social cases and businesses.

Meanwhile, regarding the question posed by the members of the commission, regarding the replacement of water meters, Spanca said that this requires a high cost, for which he mentioned that “RWC Prishtina” continues to pay loans for the construction of the factory.

VV MP Visar Korenica criticized “RWC Prishtina” for the non-participation of the head and other board members in this commission.
