President Bajram Begaj decorated with one of the highest medals of the Republic of Albania, that of the “Knight of the Order of the Flag”, Ambassador William Walker, the former head of the OSCE Monitoring Mission in Kosovo in the 99s who described the massacre of Reçak as a “crime against humanity”. At the ceremony held in Tirana, Begaj said that Walker changed the course of Kosovo’s history.
