The amendment of the Law on the register of property rights is required

The need to supplement-amend the Law on the establishment of the register of immovable property rights and the importance of implementing the Law on the cadastre of immovable property are issues discussed today in the meeting between the Interministerial Committee for Land Administration and the National Spatial Information Infrastructure (IKIH) in Kosovo.

In the meeting, it was emphasized that land administration and policies are essential for good governance and increased economic sustainability.

Deputy Minister of Environment Hysen Durmishi said that property rights are clarified by having a cadastral system built in accordance with the best international practices.

The director of the Kosovo Cadastral Agency (KCA), Avni Ahmeti, emphasized the need to supplement and amend the Law on the establishment of the register of real estate rights. He said that what the mandate of the Kosovo Property Comparison and Verification Agency (KPCVA) contains is contrary to the Brussels Agreement.

In addition, Ahmeti asked to limit the mandate of this agency, because according to him this agency is technical and temporary.

Regarding this, the director of KPCVA, Afërdita Beka Arifaj, responded, saying that this issue is not an impossible mission.

The meeting discussed the importance and purpose of implementing the Law on Real Estate Cadastre.

The expert at KCA, Drenushë Januzi Kukaj, said that the implementation of this law will bring changes in the organizational structure of the institutions related to cadastre, but will also create new opportunities for the realization of some of the capital projects.

She emphasized that the purpose of this law is to regulate the public service of real estate registration in cadastral registers and to administer the cadastre.

Among other things, during the meeting it was said that aerial photography of the territory of Kosovo is expected to be carried out every three to five years. This project is expected to be completed in September 2024, where it was emphasized that it will meet the needs of citizens and different institutions for different areas.
