In just three days, the Central Election Commission (CEC) has managed to distribute 93% of the ballot packages to voters outside Kosovo who are registered to vote by mail in the early parliamentary elections for the Assembly of Kosovo.
CEC spokesperson Valmir Elezi, in a written response to KosovaPress, provided the latest data on this process, which, according to him, is being carried out by the CEC through an economic operator.
According to him, from Tuesday morning when the distribution began until Thursday at midnight, 93% of the ballot packages have been delivered.
“During the three days, on December 16, 17, and 18, 2025, out of a total of 57,829 shipments, 93% of them, or 53,660, were successfully delivered to voters. From the total number of shipments, 50,462 (94%) were delivered to voters in European countries, while 3,198 shipments (77%) were delivered to voters in non-European countries,” his statement said.
Elezi noted that these statistics would have been even higher if voters had been at home when the ballot packages were delivered.
“These statistics would be even higher, and the percentage would reach 98.73% if the remaining 3,437 packages were successfully delivered, but this did not happen during these dates because voters were not at home. According to the contract, it is the duty of the economic operator to deliver the envelope to the voter’s address, and it can only be accepted by the voter or family members who sign for the receipt. Also, according to the contract conditions, up to three attempts will be made at a voter’s address to deliver the ballot package,” Elezi said.
To provide the opportunity for voting for citizens registered to vote by mail, postal boxes are operational in the following 23 countries: Australia, Austria, Belgium, Czech Republic, Denmark, France, Germany, Netherlands, Hungary, Italy, Canada, Kosovo, Croatia, Montenegro, North Macedonia, United Kingdom, Norway, USA, Albania, Slovenia, Sweden, Turkey, and Switzerland.
