Clashes among MPs in the Committee for the Oversight of Public Finances

The debate on the work plan and the review of audit reports caused clashes among MPs in the Committee for the Oversight of Public Finances, where irony between them was not lacking.

All this situation became tense when the MP of the Democratic Party of Kosovo, Eman Rrahmani, requested that next week an audit report be discussed. For this, the opposition insisted that they first have a detailed work plan, KosovaPress reports.

“I believe that next week should be the detailed work plan, what we will engage in, but even today we can decide that next week an audit report be discussed, whether a certain ministry or a certain enterprise, which does not absolutely hinder the ongoing work of the work plan and everything. We decide that next week a ministry comes to report on the audit report, together with the National Audit Office, as is the practice of the committee. Then the work plan is also divided continuously,” Rrahmani said.

Whereas, the chairman of this committee, Arben Mustafa agreed that the audited reports of 2024 should not pass without being reviewed, but raised the issue of their selection.

“I fully agree that the audited reports of 2024 should not pass without being reviewed in this committee. Naturally the workload will be big when we also receive the reports of 2025. But we must find a way how we will select which reports we will address. Because it will be impossible to address in full both 2024 and 2025. Maybe it is good that each MP takes responsibility for any report he wishes to propose for review here in the committee, or how we will determine the order of what we will review. It is very important that we do not leave the reports of 2024 without discussing, but which ones we will bring and when we will decide jointly,” Mustafa said.

On the other hand, the MP of the Vetëvendosje Movement, Liza Gashi, requested that first the draft work plan of the committee be approved.

“I think it is appropriate that initially we have a draft work plan. Within the draft work plan we should be given the deserved time in order to analyze those reports… As a new member of this committee I want to know what I have ahead in terms of processing the material,” Gashi said.

Whereas the MP from the Democratic League of Kosovo, Avdullah Hoti proposed that no later than next week the work plan be prepared, while in the next three months the focus be on the review of the audit report.

“The first task is to prepare the work plan of the committee, and that no later than next week. Now the reports for 2025 do not come until May or June. Therefore in the next three months we should focus on reviewing the reports of 2024, which have not been reviewed. We should not prolong this, next week alongside the plan, I think we should review the audit report for Kosovo’s budget. There all institutions are listed, and we can then make a selection of which audit reports of the institutions we review depending on the opinion given by the NAO,” Hoti said.

Whereas MPs from the position insisted that first they have the work plan. According to the MP, Hysen Durmishi the work plan should be detailed.

“The work plan must be detailed, otherwise what is its meaning,” Durmishi said.

Also the MP, Artan Asllani expressed that first they must have the work plan for the Committee.

“We must first have a skeleton of the work,” Asllani said.

Regarding this, MP Rrahmani ironized Asllani, that “he voted Kosovo’s budget without reading it at all”.

“You voted Kosovo’s budget without reading it at all. And you are telling me here that we should wait a week to read the audit report, it is a joke. Say it, we do not want next week, we are fine,” Rrahmani replied.

For which, this was denied by Asllani.

“We did not vote the budget of the Assembly of the Republic of Kosovo without knowing what we are voting,” Asllani added.

Whereas the ironies from MP Rrahmani continued.

“Why, are you superman or what, to read the budget in two hours,” Rrahmani ironized.

Further, Gashi called for less protagonism and more analysis in documents.

“To have a work plan, a little less protagonism, and more analysis in documents would help us a lot,” she said.

While Mustafa said that “the assembly does not need dragging”.

“You are saying that there is no need for protagonism, but because this assembly has no time to lose,” Mustafa said.

Gashi insisted on respecting procedures.

“It is very important to respect the procedures, you should know this part, because you as chair of the committee have the duty to be in coordination with the administration,” Gashi said.

Whereas, a counter-response to this came from Rrahmani.

“I do not think the MP can come and teach either me or the administration whether this is practice of the committee or not. It is the first time I believe that she is part of this committee, she has not even had the chance to come to reporting. Although I have a positive evaluation for the work she has done,” Rrahmani said.

According to Mustafa, this is dragging.

“This is only dragging and I think the assembly does not need dragging,” Mustafa said.

Whereas MP Taulant Kelmendi did not agree with this statement.

“I do not agree, it is not like that. I do not know what this hurry is about. Then why did you not bring the work plan today for discussion,” Kelmendi expressed.

Meanwhile, Hoti called on the majority MPs not to return to the practices of the past years, since they are the majority.

“This committee is led by the opposition. Let us not return to the practices of the past four years. Hykmete Bajrami led this committee, it did not have the possibility to function because of the outvoting of the majority,” Hoti said.

In the end, Durmishi declared that if there is urgency, a meeting can be called this week as well, but added that they do not want to present the “arrogance of numbers”.

“If you need it for next week, if this issue is such a hurry from Eman, we hold a meeting this week and next week we review it. We do not want here to present the arrogance of numbers. This matter, either dragging, either 3 billion euros have been spent, yes it is true that they have been spent, but what is the reason why they have not been discussed in this committee. Because there has not been readiness from anyone to create the institutions. We can discuss political topics as much as you want, but that citizen outside on 28 December has evaluated who made the dragging for this period, has shown each one his place,” Durmishi said.

The next meeting was scheduled for Monday at 10:00, where the work plan of the committee is expected to be discussed.

The Committee for the Oversight of Public Finances has approved the initiation of procedures regarding the auditing of the annual financial statements of the National Audit Office (NAO).

The initiation of procedures concerns the auditing of the annual financial statements of the NAO for the years 2024, 2025 and 2026.

During this meeting, the members of the committee also approved the other agenda items, including the minutes from the meeting held on 19.02.2026, as well as the scope of the Committee.
