Kosovo has legislation in harmony with the European Union to combat corruption, but its implementation remains a challenge. However, for the Agency for the Prevention of Corruption, the way these laws are being interpreted by justice institutions is also a concern.
This was stated at the conference on transparency, responsibility and justice “Exposing corruption”, organized by non-governmental organizations AKTIV and ACDC.
The Director of the Agency for the Prevention of Corruption, Yll Buleshkaj, emphasized that as an agency they are facing a lack of human and financial resources for the enforceability of laws that provide for the scope of this agency.
The Director of the Agency for the Prevention of Corruption, Yll Buleshkaj also expressed concern about how justice institutions are interpreting the legislation affecting this agency.
The Commissioner of the Information and Privacy Agency (IPA), Krenare Sogojeva-Dërmaku said that the law on access to public documents, though harmonized with EU directives, must be completed in the near future.
According to her, during these three years, the law in question has left an increasing trace of transparency and increasing accountability for public institutions.
Also the Ombudsperson, Naim Qelaj, said that Kosovo has legislation in harmony with the EU directives to combat corruption. Qelaj considered the lack of a genuine expertise in dealing with corruption as challenging.
But the Ombudsperson emphasized that most Kosovo institutions have failed to create the trust of citizens.
