Security and technical workers at the Ministry of Labor, where Minister Andin Hoti is stationed, have received salaries lower than the minimum wage, which was changed on January 1, 2026, according to a Government Decision.
This was reported by the Chairman of the Independent Union of the Private Sector of Kosovo, Jusuf Azemi.
“Even in places where workers should find support and justice, the law is not being applied. These workers have complained that their January salaries were paid without the increase and not according to the current decision, meaning below the minimum wage. Today is March 10, and these workers still have not received their February salaries, which in all likelihood will be paid at the same rate,” Azemi wrote on Facebook.
According to him, a real chaos has been created in many hospitals in Kosovo and in several ministries, as workers still have not received their salaries for the previous month. “According to company owners, the ones responsible are the respective Ministries and Municipal Assemblies because they did not allocate the necessary funds to the companies that provide services for public and municipal institutions.”
“The union is investigating the abuses being carried out at the expense of workers and will soon release accurate data on these abusers. Such abuses are evident, but the relevant institutions remain silent,” he wrote.
The minimum wage, which had been 350 euros, has been increased in two phases: first to 425 euros gross in January 2026, and then to 500 euros gross per month in July for all full-time workers.
