Vetting continues to be considered the only opportunity to restore confidence in the justice system in the country, but it seems impossible for such a process to take place. Since the declaration of independence, vetting in the judiciary has been almost the main promise of political parties, but its realization has been lacking despite several initiatives that have been taken by various governments.
The government led by Avdullah Hoti had set up a working group to draft modalities and scenarios for justice reform issues, and this group submitted a report that includes four scenarios that could be used.
