The categorical refusal of the Government of Kosovo against the establishment of any one-ethnic association is seen as a method to come to the decision of the Constitutional Court on the agreement to establish an entity of the community of Serb municipalities. Although international pressure has increased on the implementation of the Brussels agreement, the Government is required to take a more strategic and diplomatic approach regarding the rejection of the Association with executive powers.
The expert on the dialogue process, Gazmir Raci, tells KosovaPress that the association should be established, but should not be allowedto have executive powers and authorizations. He says that any new document about the association should be reviewed by the Constitutional Court. Raci, who has been involved in the dialogue process, says that the international community and even Serbia have agreed on such a thing.
