The reactions, the lack of coordination of the institutional heads for the letter of Gërvalla

Before the date set for the meeting of the Council of Europe, the Government of Kosovo had prepared a draft statute regarding the Association of Municipalities with a Serbian majority, based on the proposal of the German Friedrich Ebert Foundation.

However, Kosovo remained off the agenda of the Committee of Ministers of the Council of Europe, where it would be possible to vote for its admission to this organization.

Despite this, the head of Kosovar diplomacy, Donika Gërvalla, after Kosovo had been left out of the agenda, said that the country has met all the criteria and that membership in this European organization cannot be stopped.

However, there was no prior consultation for this letter with President Vjosa Osmani.

This lack of coordination for the letter sent on May 16, has caused the president’s office to react by mentioning that President Osmani was not consulted nor agreed.

“The letter of the Government of Kosovo sent to the Council of Europe was not consulted and agreed upon with President Osmani. President Osmani only supports positions and actions previously consulted, coordinated and agreed with the institution of the Presidency as a constitutional institution with clear powers in the field of foreign policy and as the guardian of the constitutional functioning of the institutions”, said the president’s media advisor Bekim Kupina.

Even after two weeks, the executive’s letter continued to remain a topic among institutional heads.

In a press conference, the Speaker of the Assembly of Kosovo, Glauk Konjufca, said that he does not see the non-information of the president as something intentional, considering that this was a technical matter.

“I have understood this as an impossibility for the President to be notified of every detail by the Ministry of Foreign Affairs. This, I guessed, could have happened because of the visit she had to the United States of America, where because of the distance, probably not every detail which changed every minute on the day of the vote that we had from the Council of Ministers for the Council of Europe can be divided and coordinated”, said Konjufca.

Whereas recently, Osmani had seen this statement as funny, saying that the communication possibilities are many, including the telephone.

Meanwhile, the prime minister of Kosovo, Albin Kurti, preferred silence when he was asked about the reaction of the president, Vjosa Osmani, to the letter of the chief diplomat Donika Gërvalla sent to the Council of Europe.

Otherwise, even the opposition parties called Gërvalla’s letter strange and a dangerous step for international allies.

Otherwise, on April 16, Kosovo received the green light from the Parliamentary Assembly of the Council of Europe to join this mechanism. However, its inclusion in the agenda of the last meeting of the Council of Ministers was impossible, since Kosovo refused to take steps towards the establishment of the Association.
