Opposing positions on the establishment of the Association have again blocked the Kosovo-Serbia dialogue. The failure of the meeting at the level of chief negotiators also today in Brussels, is considered to have called into question the progress and continuity of the dialogue during this year. However, those familiar with the dialogue process blame Serbia for such a blockade, as it has set a condition for discussing the Association, even though negotiations in previous rounds on missing persons by force and economic damage have not been completed.
