The Assembly of Kosovo holds a plenary session in which the draft law on temporary measures of basic products in special cases of destabilization in the market and the draft law on the support of public works will be reviewed.
Some time ago, the Minister of Finances, Labor and Transfers, Hekuran Murati, said that based on price fluctuations in the construction sector, many works have stalled, that’s why they initiated the Draft Law for the support of public works, which foresees additional compensations for economic operators.
“According to the procurement law, there was no mechanism. This situation has continued and we have seen this draft law necessary for the performance of public works. The bill provides for additional compensation. They are medium and large contracts for capital projects. The bill provides compensation for those construction materials, aluminum, gravel. Economic operators are entitled to compensation. All have been done in order to pave the way for economic operators. The ceiling is 20%. My request would be to look into the possibility expeditiously because the local level also depends. Such a thing should be regulated in the Law on public procurement”.
