The head of the European Union Office in Kosovo, Aivo Orav, says that Kosovo has a legal obligation to establish the Association of municipalities with a Serbian majority. In an interview for KosovaPress, he emphasizes that the Association is one of the dialogue agreements that was ratified in the Assembly of Kosovo in 2013 and as such should be implemented without delay.
Orav underlines that such a thing is also emphasized in the Report on Kosovo, while calling it necessary for Kosovo and Serbia to take steps towards the implementation of the Brussels Basic Agreement and the Ohrid annex, reached in 2023.
Speaking about the future of the dialogue, Orav says that the dynamics of this process remains to be seen after the constitution of new structures in the European Union.
However, the European diplomat considers that Kosovo has a legal obligation to establish the Association of municipalities with a Serbian majority.
Citing the Progress Report for the country, Ambassador Orav says that Kosovo has made good progress in several areas.
He emphasizes the good functioning of visa liberalization, the alignment of Kosovo’s foreign policy with the European Union, the reform agenda and the unblocking of decision-making in CEFTA.
Speaking about the Report of the European Commission, Orav said that Kosovo has made limited progress in the justice reform.
