The Minister of Education, Ramë Likaj, says that there is information that the institutions that are in the northern municipalities have started learning, although the central authorities have decided that such a thing should not be done until September 14.
For this, Likaj said that it is a 20-year policy and they do not have the opportunity to make changes with a magic wand.
