Western Balkan affairs expert Janusz Bugajski has written that Washington and Brussels are lighting another Balkan fuse by pressuring Prishtina to create an Association of Serb-majority Municipalities (ASM). Although the supporters of the ASM claim that it will not violate the Constitution of Kosovo, nor will it threaten its independence and democratic institutions, in practice it may have serious negative consequences both in the country and in the region.
