The EU Commissioner for Enlargement and Neighborhood, OIiver Varheyli, after meeting with Kosovo Prime Minister Avdullah Hoti, said that Kosovo has fulfilled the conditions for visa liberalization, but that the EU member states must be convinced, which according to him, is not easy.
