After the declaration of independence of Albania, on November 28, 1912, the Government was formed, with Prime Minister Ismail Qemali, who initiated the establishment of the institutions of the Albanian State. On December 17, 1912, the decision was made to establish the Albanian Secret Service. This Decision stated: “To organize a secret service for violated areas of Albania”.
On January 21, 1920, the Lushnja National Congress organized the High Council and re-sanctioned the separation of powers, legislature, executive and judiciary, as well as the creation of the Ministry of Interior. On December 24, 1921, Ahmet Zogu was appointed Minister of Internal Affairs, who reorganized the Ministry of Interior, creating the Secret Section. Haki Stermilli was appointed head of this Section.
