VA\u0160INGTON, 28. septembar 2023. – <\/strong>Ministar finansija Republike Kosovo Hekuran Murati, i menad\u017eer Svetske banke za Kosovo i Severnu Makedoniju, Massimiliano Paolucci, potpisali su danas Sporazum o finansiranju projekta \u201eJa\u010danje digitalnog upravljanja na Kosovu za pru\u017eanje usluga\u201c, \u0161to ima za cilj da pobolj\u0161a kvalitet i pristup korisnika odabranim javnim administrativnim uslugama.<\/p>\n

 <\/p>\n

Odobrena finansijska podr\u0161ka za petogodi\u0161nji projekat je koncesioni kredit od 20 miliona dolara, od Me\u0111unarodnog udru\u017eenja za razvoj (IDA) Grupacije Svetske banke. Ima rok dospe\u0107a od 25 godina i \u201egrejs\u201c period od 5 godina. Projekat \u0107e realizovati Agencija za informaciono dru\u0161tvo.<\/p>\n

Kosovo je ostvarilo neke va\u017ene prekretnice u pogledu digitalnih reformi, uklju\u010duju\u0107i ovde i jedan od najvi\u0161ih nivoa povezanosti u Evropi, ali napredak nije u dovoljnoj meri preveden u pobolj\u0161ano pru\u017eanje usluga za gra\u0111ane i preduze\u0107a.<\/p>\n

\u201eRazvoj institucionalne arhitekture digitalnog upravljanja i ja\u010danje vladine mre\u017ene infrastrukture i zajedni\u010dkih platformi su klju\u010dne osnove za podr\u0161ku digitalnoj transformaciji vladinih i javnih slu\u017ebi, \u0161to \u0107e doprineti pobolj\u0161anju \u017eivota ljudi na Kosovu\u201c, rekao je Massimiliano Paolucci, menad\u017eer Svetske banke za Kosovo i Severnu Makedoniju<\/strong>. \u201eUspe\u0161na digitalizacija usluga i njihovo preuzimanje \u0107e podsta\u0107i napore Kosova u borbi protiv korupcije, zatim u pobolj\u0161anju osna\u017eivanja \u017eena i u borbi protiv klimatskih promena\u201c.<\/p>\n

Predlo\u017eeni projekat ima za cilj da podr\u017ei napore vlade da postavi \u010dvrste temelje u pogledu digitalne infrastrukture, institucija i ve\u0161tina kao prioritetnih uslova koji su potrebni za pru\u017eanje usluga usredsre\u0111enih na gra\u0111ane u skladu sa pristupom prema \u017eivotnim doga\u0111ajima. Projekat \u0107e podr\u017eati pobolj\u0161anja interoperabilnosti vladinih sistema, re\u0161enja za oporavak ili kontinuitet poslovanja, kao i zajedni\u010dke platforme. Ovo \u0107e pomo\u0107i \u0161irenje vladinih e-usluga kroz nadogra\u0111enu platformu \u201ee-Kosova\u201c i pilotirati inovativni pristup proaktivnom pru\u017eanju usluga usredsre\u0111enog na gra\u0111ane u vezi sa njihovim \u017eivotnim doga\u0111ajima.<\/p>\n

World Bank and Kosovo Sign Agreement To Support Digital Governance for Service Delivery <\/strong><\/p>\n

WASHINGTON, September 28, 2023 <\/strong>\u2014The Minister of Finance of the Republic of Kosovo, Hekuran Murati, and the World Bank Country Manager for Kosovo and North Macedonia, Massimiliano Paolucci, signed today a Financing Agreement for the Kosovo Strengthening Digital Governance for Service Delivery Project, which aims to improve the quality of and user access to selected public administrative services.<\/p>\n

 <\/p>\n

The approved financial support for the five-year project is a concessional credit of $20 million, from the International Development Association (IDA) of the World Bank Group. It has a maturity of 25 years and a 5-year grace period. The project will be implemented by the Agency for Information Society.<\/p>\n

 <\/p>\n

Kosovo has achieved some important milestones in terms of digital reforms, including one of the highest levels of connectivity in Europe, but advances have not been sufficiently translated into improved service delivery for citizens and businesses.<\/p>\n

 <\/p>\n

\u201cDeveloping the digital governance institutional architecture and strengthening the government network infrastructure and shared platforms are key foundations to support the digital transformation of government and public services, which will contribute to improving the lives of the people of Kosovo,\u201d said Massimiliano Paolucci, World Bank Country Manager for Kosovo and North Macedonia. <\/strong>\u201cThe successful digitalization of services and their take-up will boost Kosovo\u2019s efforts to combat corruption, improve women empowerment and fight climate change\u201d.<\/p>\n

 <\/p>\n

The proposed project aims to support the government\u2019s efforts to lay out solid foundations in terms of digital infrastructure, institutions and skills as priority enabling conditions needed for a citizen-centric delivery of services under a life events approach. The project will support improvements to the interoperability of government systems, disaster recovery\/business continuity solutions, and shared platforms. It will support the expansion of government e-services through an upgraded e-Kosova and pilot an innovative approach to proactive citizen-centric service delivery organized around life events.<\/p>\n
