BE-ja \u00ebsht\u00eb n\u00eb dijeni t\u00eb vendimit preliminar t\u00eb Qeveris\u00eb p\u00ebr shpron\u00ebsimin e tok\u00ebs p\u00ebr interes publik n\u00eb komunat Leposaviq dhe Zubin Potok. \u00c7do shpron\u00ebsim \u00ebsht\u00eb i ndjesh\u00ebm p\u00ebr nga natyra, prandaj procedurat ligjore parashikojn\u00eb hapa t\u00eb till\u00eb si njoftimi i avancuar dhe informimi gjith\u00ebp\u00ebrfshir\u00ebs i pronar\u00ebve t\u00eb pronave, e drejta e tyre p\u00ebr t\u00eb paraqitur komente p\u00ebr shpron\u00ebsimin e k\u00ebrkuar, mund\u00ebsia e nj\u00eb zgjidhjeje t\u00eb p\u00ebrshtatshme juridike dhe kompensimi adekuat i tyre p\u00ebrpara s\u00eb procesi t\u00eb ket\u00eb p\u00ebrfunduar.<\/p>\n
Vendosja e kat\u00ebr bazave t\u00eb Policis\u00eb s\u00eb Kosov\u00ebs n\u00eb tok\u00eb private dhe shoq\u00ebrore – n\u00eb disa raste para fillimit t\u00eb procedurave t\u00eb shpron\u00ebsimit – ngre shqet\u00ebsime p\u00ebr t\u00eb drejtat pron\u00ebsore n\u00eb veri t\u00eb Kosov\u00ebs dhe kjo gj\u00eb duhet t\u00eb adresohet n\u00eb m\u00ebnyr\u00eb adekuate nga autoritetet.<\/p>\n

IZJAVA<\/strong><\/p>\n EU prima na znanje preliminarnu odluku Vlade o eksproprijaciji zemlji\u0161ta od javnog interesa u op\u0161tinama Leposavi\u0107 i Zubin Potok. Svaka eksproprijacija je po prirodi osetljiva, zbog \u010dega zakonske procedure predvi\u0111aju korake kao \u0161to su unapred obave\u0161tavanje i sveobuhvatno informisanje vlasnika nekretnina, njihovo pravo da daju komentare na tra\u017eenu eksproprijaciju, mogu\u0107nost odgovaraju\u0107eg pravnog sredstva i njihovu adekvatnu naknadu pre nego \u0161to se proces privede kraju.<\/p>\n Osnivanje \u010detiri baze Kosovske policije na zemlji\u0161tu u privatnom i dru\u0161tvenom vlasni\u0161tvu \u2013 u nekim slu\u010dajevima pre pokretanja postupka eksproprijacije \u2013 izaziva zabrinutost u vezi sa imovinskim pravima na severu Kosova i vlasti se moraju adekvatno pozabaviti time.<\/p>\n EU poziva kosovske vlasti da se striktno pridr\u017eavaju zakonskih procedura u eksproprijaciji nepokretne imovine, da u\u010dine sve \u0161to je u njihovoj mo\u0107i da osiguraju da se po\u0161tuje odgovaraju\u0107i proces i da se imovinska prava pogo\u0111enih vlasnika i nosilaca interesa u potpunosti po\u0161tuju.<\/p>\n <\/p>\n ————————————————————————————————————————————————————————————————<\/p>\n STATEMENT<\/strong><\/p>\n <\/p>\n The EU takes note of the Government\u2019s\u00a0preliminary decision on the expropriation of land for public interest in the municipalities of Leposavi\u0107\/Leposaviq and Zubin Potok. Any expropriation is sensitive by nature, which is why legal procedures foresee steps such as the advanced notification\u00a0and comprehensive information\u00a0of property owners, their right to submit comments on the requested expropriation, the possibility of an appropriate\u00a0legal remedy and their adequate compensation before the process is brought to its conclusion.<\/p>\n The\u00a0establishment of four Kosovo Police bases on private and socially owned land –\u00a0in some cases\u00a0prior to\u00a0initiating expropriation procedures – raises concerns about property rights in the north of Kosovo\u00a0and must be adequately\u00a0addressed by the authorities.<\/p>\n The EU urges Kosovo authorities to strictly adhere to legal procedures in the expropriation of immovable property, to do their utmost to ensure that due process is followed and that the property rights of affected owners and interest holders are fully respected.<\/p>\n <\/p>\n Regards<\/p>\n
