{"id":62472,"date":"2023-05-15T08:34:19","date_gmt":"2023-05-15T08:34:19","guid":{"rendered":"https:\/\/kosovapress.com\/ots\/?p=62472"},"modified":"2023-05-18T07:21:14","modified_gmt":"2023-05-18T07:21:14","slug":"komunikate-per-media-3","status":"publish","type":"post","link":"https:\/\/kosovapress.com\/ots\/?p=62472","title":{"rendered":"KOMUNIKAT\u00cb P\u00cbR MEDIA"},"content":{"rendered":"<p><strong>Data:<\/strong> 15 maj 2023<\/p>\n<p><strong>Nga: <\/strong>Grupi p\u00ebr Studime Juridike dhe Politike (GLPS)<\/p>\n<p>&nbsp;<\/p>\n<p>T\u00eb nderuar p\u00ebrfaq\u00ebsues t\u00eb mediave,<\/p>\n<p>Grupi p\u00ebr Studime Juridike dhe Politike (GLPS) organizoi sot\u00a0<strong>Konferenc\u00ebn p\u00ebr Media\u00a0<\/strong>me tem\u00eb:<strong><em>\u201c<\/em>Sfidat n\u00eb sundimin e ligjit n\u00eb Kosov\u00eb: Performanca e sistemit gjyq\u00ebsor dhe prokurorial dhe vler\u00ebsimi qytetar\u00eb ndaj k\u00ebtyre institucioneve<em>\u201d<\/em><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>N\u00eb k\u00ebt\u00eb konferenc\u00eb, GLPS shpalosi t\u00eb gjetura nga\u00a0<strong><u>Botimi i Tet\u00eb i Indeksit t\u00eb Performanc\u00ebs s\u00eb Institucioneve t\u00eb Sundimit t\u00eb Ligjit n\u00eb Kosov\u00eb (RoLPIK \u2013 Edicioni 8)<\/u>.<\/strong>\u00a0<strong>Pjesa e par\u00eb<\/strong> e k\u00ebtij raporti paraqet perceptimin e qytetar\u00ebve n\u00eb raport me institucionet e drejt\u00ebsis\u00eb, duke p\u00ebrfshir\u00eb ndikimin e politik\u00ebs dhe ryshfetit n\u00eb gjyq\u00ebsor, t\u00eb dh\u00ebnat p\u00ebr shkall\u00ebn e k\u00ebnaqshm\u00ebris\u00eb s\u00eb qytetar\u00ebve ndaj institucioneve t\u00eb drejt\u00ebsis\u00eb, dhe sa vler\u00ebsohen si t\u00eb pavarur gjyqtar\u00ebt gjat\u00eb vendimmarrjes.Po ashtu, nga anketa e realizuar, raporti ofron t\u00eb dh\u00ebna edhe sa i p\u00ebrket vler\u00ebsimit qytetar\u00eb p\u00ebr nismat p\u00ebr Vettingun n\u00eb drejt\u00ebsi dhe p\u00ebr konfiskim civil t\u00eb pasuris\u00eb s\u00eb pajustifikueshme, nivelin e siguris\u00eb n\u00eb Kosov\u00eb dhe sa meritore i shohin qytetar\u00ebt d\u00ebnimet n\u00eb rastet e dhun\u00ebs n\u00eb familje\/dhun\u00ebs n\u00eb baza gjinore. <strong>Pjesa e dyt\u00eb <\/strong>e raportit p\u00ebrfshin t\u00eb dh\u00ebnat statistikore lidhur me efikasitetin e treguar nga Gjykatat dhe Prokurori i Shtetit gjat\u00eb periudh\u00ebs 2013 deri m\u00eb 2022, dhe buxhetin q\u00eb ndahet nd\u00ebr vite p\u00ebr KGJK-n\u00eb dhe KPK-n\u00eb, si institucione q\u00eb menaxhojn\u00eb me sistemin gjyq\u00ebsor dhe prokurorial n\u00eb vend.<\/p>\n<p>T\u00eb gjeturat kryesore t\u00eb prezantuara gjat\u00eb konferenc\u00ebs s\u00eb sotme i gjeni t\u00eb p\u00ebrmbledhura m\u00eb posht\u00eb.<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>Mbi 60% e popullsis\u00eb besojn\u00eb se politika t\u00eb b\u00ebn t\u00eb papreksh\u00ebm nga drejt\u00ebsia;<\/li>\n<li>Gjykata dhe Prokurorit\u00eb mbesin institucionet q\u00eb influencohen m\u00eb s\u00eb shumti nga politika;<\/li>\n<li>Rreth 50% e t\u00eb anketuarve vler\u00ebsojn\u00eb se institucionet e drejt\u00ebsis\u00eb vazhdojn\u00eb t\u00eb jen\u00eb t\u00eb prekura nga dukuria e mitmarrjes;<\/li>\n<li>Gjykatat dhe Prokurorit\u00eb vazhdojn\u00eb t\u00eb shihen si institucionet q\u00eb m\u00eb se paku jan\u00eb efektive n\u00eb luft\u00ebn kund\u00ebr korrupsionit, pavar\u00ebsisht se rreth 75% e t\u00eb anketuarve jan\u00eb shprehur t\u00eb gatsh\u00ebm p\u00ebr t\u00eb raportuar rastet e korrupsionit dhe veprat e tjera penale.<\/li>\n<li>M\u00eb shum\u00eb se gjysma e t\u00eb anketuarve kan\u00eb mohuar se sistemi i drejt\u00ebsis\u00eb \u00ebsht\u00eb p\u00ebrmir\u00ebsuar n\u00eb vitet e fundit;<\/li>\n<li>Qytetar\u00ebt nd\u00ebrmjet vlerave 1= aspak t\u00eb mira dhe 5= plot\u00ebsisht t\u00eb mira, me not\u00ebn 3.6 e vler\u00ebsojn\u00eb iniciativ\u00ebn e Qeveris\u00eb s\u00eb Kosov\u00ebs (Ministris\u00eb s\u00eb Drejt\u00ebsis\u00eb) p\u00ebr reformimin e sistemit t\u00eb drejt\u00ebsis\u00eb, p\u00ebrfshir\u00eb Vettingun dhe konfiskimin civil t\u00eb pasuris\u00eb s\u00eb pajustifikueshme;<\/li>\n<li>Lidhur me nivelin e siguris\u00eb n\u00eb vend, pas konfliktit t\u00eb armatosur Ukrain\u00eb \u2013 Rusi, brenda segmentit 1 = aspak t\u00eb sigurt\u00eb dhe 5 = plot\u00ebsisht t\u00eb sigurt\u00eb, qytetar\u00ebt e kan\u00eb vler\u00ebsuar nivelin e siguris\u00eb n\u00eb Kosov\u00eb m\u00eb vler\u00ebn 3.42;<\/li>\n<li>T\u00eb pyetur se sa parandaluese i shohin d\u00ebnimet ndaj kryeseve t\u00eb dhun\u00ebs n\u00eb familje\/ dhun\u00ebs n\u00eb baza gjinore, ku nd\u00ebrmjet vlerave 1 dhe 5, nga mesatarja e p\u00ebrgjigjeve rezulton se k\u00ebto d\u00ebnime jan\u00eb vler\u00ebsuar mesatarisht parandaluese;<\/li>\n<li>Lidhur me efikasitetin e treguar t\u00eb Prokurorit t\u00eb Shtetit dhe Gjykatave, gjat\u00eb vitit 2022, k\u00ebto institucione kan\u00eb zgjidhur rreth 32% t\u00eb l\u00ebnd\u00ebve q\u00eb kan\u00eb pasur n\u00eb pun\u00eb.
