Kosovo’s Ombudsperson Institution, based on received complaints, information provided by various NGOs, and reports gathered from the media, has decided to launch an ex officio investigation into allegations of mistreatment by police officers of individuals arrested during the Vidovdan commemoration at Gazimestan on June 28, 2026.<\/p>\n\n\n\n
The Ombudsperson Institution has opened an investigation into the published allegations and complaints received from several citizens arrested by the Kosovo Police, who claim they were subjected to physical and psychological violence while being transported to the police station, and that other rights guaranteed by the Constitution and applicable laws were also violated.<\/p>\n\n\n\n
\u201cThe investigation was initiated with the aim of verifying the facts and circumstances of the case, as well as assessing whether the constitutional, legal, and international standards for the protection of fundamental human rights and freedoms were respected during the treatment of the arrested persons,\u201d <\/em>the statement said.<\/p>\n\n\n\n The Ombudsperson Institution reiterated that every person deprived of liberty must be treated with dignity and in accordance with the principle of the absolute prohibition of physical mistreatment, inhuman or degrading treatment or punishment. Any allegation of excessive use of force or violations of the rights of persons deprived of liberty requires an independent, impartial, effective, and prompt investigation.<\/p>\n\n\n\n As part of the investigation, the Ombudsperson Institution will undertake all necessary actions, including collecting relevant information and documentation from competent authorities, in line with its constitutional and legal mandate.<\/p>\n\n\n\n Upon completion of the investigation, the Ombudsperson Institution will inform the public and interested parties about its findings and relevant recommendations, in accordance with its legal powers.<\/p>\n\n\n\n On June 28, the Kosovo Police stated that the events held on Sunday for Vidovdan had concluded without incidents affecting the security situation, while 37 people were escorted to the police station for questioning following provocative chants containing elements of incitement to hatred.<\/p>\n\n\n\n According to the police statement, timely planning and operational measures were taken to manage the security situation, maintain public order, direct road traffic, and manage border crossings.<\/p>\n\n\n\n Meanwhile, on July 1, the Basic Court in Prishtina imposed deportation measures, a three-year entry ban into Kosovo, and fines on individuals detained at Gazimestan during the Vidovdan commemoration on June 28, who were accused of \u201ccausing disturbances and violating public order and peace.\u201d<\/p>\n\n\n\n The deportation measure and entry ban apply to foreign citizens who do not possess Kosovo documents.<\/p>\n","protected":false},"excerpt":{"rendered":" Kosovo’s Ombudsperson Institution, based on received complaints, information provided by various NGOs, and reports gathered from the media, has decided to launch an ex officio investigation into allegations of mistreatment by police officers of individuals arrested during the Vidovdan commemoration at Gazimestan on June 28, 2026.
