The decree for the dissolution of the Assembly is unconstitutional, says the leader of Alternativa, Mimoza Kusari-Lila. She is convinced that this will also be confirmed by the Constitutional Court, and adds that the 60-day period must be observed for the election of the president, as in the session on March 5 the procedures had only just begun.<\/p>\n\n\n\n
\u201cThis measure is now in effect. It was implied that the procedure for issuing the decree, even before fully exhausting the possibility of electing the president, was not utilized. Therefore, the measure was, and I believe it was, necessary and essential. In any case, I hope that the final ruling will confirm that the decree is invalid because the process had not yet started or been completed,\u201d<\/em>\u00a0she declared.<\/p>\n\n\n\n Kusari-Lila, who is the Minister of Industry, Entrepreneurship, and Trade, told KosovaPress that the lack of quorum in the March 5 session for the president created confusion regarding the responsibilities of the deputies. According to her, a decision from the Constitutional Court should also be issued on this matter, as the request was submitted by the Speaker of Parliament, Albulena Haxhiu.<\/p>\n\n\n\n \u201cThat is entirely within the competence of the Constitutional Court. What I believe should be valid, or what should be a legally grounded and reasonable decision for the stability of the country, is to open a time window to return to the procedure for voting for the head of state and then see if there are enough votes or willingness among the deputies to continue. In any case, it should have been clearer and more appropriate in some form for deputies to declare their position before the Assembly was dissolved. In every circumstance, a significant absence of deputies in the chamber\u2014indeed, the lack of quorum\u2014created confusion regarding their responsibilities, but also due to the fact that the Assembly was immediately dissolved,\u201d<\/em>\u00a0she added.<\/p>\n\n\n\n Kusari-Lila also explained the split in relations with Vjosa Osmani, since Osmani did not run for a second term as president.<\/p>\n\n\n\n \u201cI believe this question is directed elsewhere. I have had cooperation with President Osmani, and I hope that in any capacity we will continue to have it. However, political decisions are determined by the majority of votes. In this particular case, as a candidate potentially proposed by the parliamentary group I was part of until my appointment as minister in the Kosovo government, it was seen that there were not enough votes to elect her. Therefore, this other part is history that we can discuss in the near or distant future,\u201d<\/em> Kusari-Lila emphasized.<\/p>\n\n\n\n Regarding the stability of the governing coalition after Osmani\u2019s decision not to run for president, Kusari-Lila said she sees it as very stable.<\/p>\n\n\n\n \u201cI see it as very stable. I see that within the parliamentary group there is a spirit of cooperation and a determination to continue with this government mandate and legislative term of the Assembly.
