Similar organizational and administrative challenges are expected at the Democratic Institute of Kosovo. According to them, even the failure to initiate procedures for the appointment of new members of this election body is problematic. KosovaPress asked the Presidential Office when they would send letters to political parties for submitting new nominations to the CEC, but they did not respond.<\/p>\n\n\n\n<p>President Vjosa Osmani signed a decree on March 6 to dissolve the Assembly of Kosovo, following the failure to elect a president by March 5. However, this decree and the presidential election process have been submitted by L\u00ebvizja Vet\u00ebvendosje to the Constitutional Court, challenging its constitutionality and requesting, among other things, interim measures.<\/p>\n\n\n\n<p>CEC spokesperson Valmir Elezi told KosovaPress that organizing a new electoral process for the Assembly immediately after the conclusion of the last elections poses a challenge for the institution and its staff.<\/p>\n\n\n\n<p>According to him, despite the difficulties, the CEC is obliged to act in accordance with its constitutional and legal mandate.<\/p>\n\n\n\n<p><em>\u201cOrganizing a new and early electoral process for the Assembly of Kosovo within a short period after the completion of the previous elections certainly poses a challenge for the CEC and its staff. However, as a permanent institution whose main duty is to organize elections, the CEC will take all necessary actions to organize new elections whenever requested,\u201d&nbsp;<\/em>Elezi stated.<\/p>\n\n\n\n<p>On the other hand, researcher Eugen Cakolli from the Democratic Institute of Kosovo (DIK) emphasizes that although the CEC has previously administered electoral processes within short deadlines, organizing new elections is expected to bring additional difficulties, especially considering the challenges observed in the last election process.<\/p>\n\n\n\n<p>According to him, the lack of sufficient time to change rules and administrative procedures means the country may enter elections again under the same legal framework that contributed to the problems noted in the last elections.<\/p>\n\n\n\n<p><em>\u201cAlthough the CEC has shown in the past that it can often administer elections more efficiently under short deadlines than under six-month periods, holding elections again is a situation that will bring administrative challenges for the CEC. This is especially true considering the challenges we faced during the previous election process, particularly regarding counting procedures, verification, and others. The lack of sufficient time for the CEC to implement necessary rule changes for more efficient administration means the country will once again enter the electoral process under a legal framework that largely contributed to the situation we experienced in the December 28 elections, without disregarding the individual responsibility of commissioners,\u201d&nbsp;<\/em>he said.<\/p>\n\n\n\n<p>Cakolli also highlights that one of the main problems remains the composition of the CEC, as the legal deadline for submitting proposals for new members is approaching.<\/p>\n\n\n\n<p>According to current legislation, political parties have one week to propose their nominees for CEC membership, while the president has an additional five days to decree them.<\/p>\n\n\n\n<p><em>\u201cThe most critical situation concerns the composition of the CEC, since we are now in the final days of the legal deadline for the president to send the letter. In my assessment, despite the fact that there was time until March 11, this should have been done much earlier, considering the issues related to the possibility of going to elections. On the other hand, the current electoral legislation does not allow the automatic extension of the current members\u2019 mandate as was allowed under the previous law, and therefore the president must complete this process as soon as possible, so that in the event of possible elections we do not have a CEC whose legitimacy is contested\u2026 According to the law, political parties have a set legal deadline to submit their responses. In this case, parties have one week to send the names for presidential decree, and the president has an additional five days to finalize the decree,\u201d&nbsp;<\/em>he added.<\/p>\n\n\n\n<p>In this context, CEC spokesperson Valmir Elezi underlines that the appointment of new members is not a matter for the CEC to interpret, as the process is led by the president.<\/p>\n\n\n\n<p><em>\u201cThis is an issue that does not fall under the CEC\u2019s direct interpretation. It is known that the appointment of CEC members is a process led by the president,\u201d&nbsp;<\/em>Elezi said.<\/p>\n\n\n\n<p>KosovaPress also asked political parties who they would send to the CEC and whether they had received the president\u2019s letters regarding new nominations, but they did not respond.<\/p>\n\n\n\n<p>Based on the last elections, LVV and PDK are entitled to two members each in the CEC, LDK one, AAK one, as well as one member representing the Serbian and Turkish minorities. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Central Election Commission (CEC) of Kosovo is ready to organize new elections if they are called, although it notes that the process could face challenges due to the short time frame.
