If the Constitutional Court issues a temporary measure, naturally the circumstances will change. As you know, we have a lot of work to do. The Assembly was constituted very quickly after the certification of results. We have managed to approve very important international agreements, and many other international agreements await us if the Assembly continues to work. We have passed the 2026 budget. The president’s decision to dissolve the Assembly was a surprise for me because it is unconstitutional, hasty, and of course, as such, I will oppose it as Speaker of the Assembly. You know that the Constitution of the Republic of Kosovo stipulates the circumstances under which the Assembly can be dissolved, and in this respect, there is no situation that gives the president the right to dissolve the Assembly without the 60-day period passing and without a failure to elect the president of the country. The presidency is not above the Assembly of Kosovo, so no deputy of the Assembly should welcome this decision, as it minimizes the work of the Assembly and undermines the institution of the Kosovo Assembly,” she said.

Calling on the deputies of the Kosovo Assembly to abandon attempts to prevent the Assembly’s constitution, Speaker Haxhiu said that under the current circumstances, vigilance, attention, speed, and professionalism from the Constitutional Court are needed.

She also urged that no pressure be put on the Constitutional Court.

“Once again, I call on the Constitutional Court—not wanting this to be understood as interference—but the current circumstances require vigilance, attention, speed, and professionalism from the Court. I also call on everyone to let the Constitutional Court do its work, because I am convinced that under such circumstances the court could be pressured by anyone. Therefore, it is important that the court acts as professionally and quickly as possible, because it is crucial for the Assembly to continue its work. The Prime Minister also mentioned this on the day I informed him of the decree to dissolve the Assembly, for which I had no prior information. As Speaker of the Assembly, at the very least, I should have been consulted on such a situation. At that moment, I tasked the relevant committee for the budget to handle the treatment of international agreements from which Kosovo benefits significantly,” said the Speaker.

On March 6, the President of Kosovo, Vjosa Osmani, issued the decree to dissolve the Kosovo Assembly.
