{"id":80608,"date":"2026-02-19T14:44:00","date_gmt":"2026-02-19T14:44:00","guid":{"rendered":"https:\/\/kosovapress.com\/eng\/admin\/?p=80608"},"modified":"2026-02-19T14:35:23","modified_gmt":"2026-02-19T14:35:23","slug":"prishtinas-budget-included-in-the-2026-draft-budget","status":"publish","type":"post","link":"https:\/\/kosovapress.com\/eng\/admin\/prishtinas-budget-included-in-the-2026-draft-budget\/","title":{"rendered":"Prishtina\u2019s budget included in the 2026 Draft Budget"},"content":{"rendered":"\n<p>The Committee on Budget, with 10 votes in favor, none against and no abstentions, has included the budgets of the Municipality of Prishtina and the Municipality of Shtime in the Draft Law on Budget Appropriations for 2026.<\/p>\n\n\n\n<p>These proposals were made by the Minister of Finance, Hekuran Murati, who stated that yesterday the Municipality of Prishtina and that of Shtime fulfilled all the required obligations and that today their inclusion in the tabular section was proposed.<\/p>\n\n\n\n<p><em>\u201cRegarding the municipalities that are not included in the tabular section due to delays either in approval or in completing procedures and submitting the budget to the Ministry of Finance, I have said that if those municipalities manage, between the two readings and before today\u2019s date, to fulfill all requirements, then we as a ministry will bring the updated tables here and propose that they proceed as amendments before the committee. So far, as we speak, this process has been completed by the Municipality of Prishtina and the Municipality of Shtime. Therefore, the ministry\u2019s recommendation is that they be included as part of the tables of the law on budget appropriations, since yesterday I received the budget from the Municipality of Prishtina. Unlike what was said by the Mayor of Prishtina that the budget had been sent earlier, the procedures were finalized yesterday. Now we also have the Municipality of Prishtina and Shtime, which have fulfilled all requirements regarding inclusion in the tabular section of the budget. The Municipality of Zubin Potok, which yesterday approved its budget in the Municipal Assembly, has still not managed to complete the subsequent procedures\u2026 The Municipality of Prishtina and Shtime have fulfilled all obligations and are ready to be included,\u201d<\/em>&nbsp;he said.<\/p>\n\n\n\n<p>Since the Municipality of Zubin Potok was not included in these amendments, as the Minister of Finance stated that it had not completed the subsequent procedures despite approving the budget yesterday, Serbian List MP Verica Ceremic criticized the 2026 draft budget, saying that municipalities with a Serb majority had been left aside.<\/p>\n\n\n\n<p><em>\u201cLooking at these 700 pages of the budget, I have noticed that in 10 municipalities with a Serb majority there is not a single major capital infrastructure project included. We will submit some amendments\u2026 But this time you have completely left the Serb community aside. Regarding the functioning of the budget for the people who gave you this trust, I believe you will review the budget of Zubin Potok since the municipality submitted all documents by 17 February,\u201d<\/em>&nbsp;she said.<\/p>\n\n\n\n<p>Finance Minister Hekuran Murati described the statements of the Serbian List MP as untrue.<em>\u201cI consider it unfair to say that municipalities with a Serb-majority population are being left aside. I consider it untrue. If you look at the per capita allocation, this proves the opposite \u2014 they are not being left aside. What is happening in this case, and it is not related to a specific municipality, happened similarly last year as well.
