The campaign will start on November 3 and end at 06:59 on November 9, as reported by KosovaPress.

This decision was made by the Central Election Commission (CEC) in today’s meeting. According to the CEC’s decision, from October 26 to November 29, the sending of ballots for voters outside Kosovo—who registered during the first round and belong to municipalities where the second round will be held—is planned. Meanwhile, postal voting will begin on October 27 and end on November 8, 2025. The second round of elections on November 9 will be held in eighteen municipalities in Kosovo.

CEC member Arianit Elshani, who chairs the Electoral Operations Council, said that the voter list for citizens outside the country will remain the same as in the first-round elections on October 12. He added that those who turn 18 by November 9 will have the right to vote.

“The official campaign will last seven days. It will start on November 3 and end on election day at 06:59, as specified in the Law on General Elections. For the voter list outside the country, the same voters who registered initially will have the right to vote in the second round in those municipalities. No additional registration will be possible, as provided in secondary legislation. Those who turn 18 will be included in the final voter list for the second round. Those living abroad who turn 18 during this period have the option to come here and vote in Kosovo,” he emphasized.

Meanwhile, CEC members raised concerns about possible delays in announcing the final results of the first round of local elections held on October 12.

CEC member from LVV, Alban Krasniqi, emphasized the need to announce final results as soon as possible, since preparations for the second round must begin.

“Not just days, but also hours and minutes are important, especially for municipalities known to be in a runoff. The sooner we complete our procedures, the sooner other deadlines flow, and municipalities can start preparations earlier,” he said.

The same request was made by CEC member from PDK, Arianit Elshani, who asked for a report from the secretariat on which municipalities have complaints and which do not, so that the final results can be announced in specific municipalities.

“A report for each municipality separately to see where we have complaints and where we do not. Allow the announcement of final results. Do not wait for a small municipality and delay results for others that have no complaints,” he stressed.

CEC member from AAK, Muharrem Nitaj, also requested that partial final results be announced where possible.

“Announce partial final results where it is possible,” he emphasized.

For this, CEC chairman Kreshnik Radoniqi said he will communicate with PZAP (Election Complaints and Appeals Panel) and the Supreme Court regarding complaints about the October 12 elections and, based on this, final results may be announced over the weekend.

“There are many complaints, and we need to separate where there are complaints for mayors and where there are complaints only for municipal assemblies. It is problematic today, but I am trying to communicate with PZAP and the Supreme Court. Perhaps over the weekend, if we get a response,” he said.

The CEC also decided to approve recommendations to include in the final results those ballots that were recounted from 16 ballot boxes in 12 different polling stations.

The polling stations recounted by CEC decision due to identified discrepancies are:

Deçan (0105/03 – Municipal Assembly); Gllogoc (0305/02, 0327/01, 0329/02 – Municipal Assembly), Gjilan (0408/05, 0408/06 – Mayor and Municipal Assembly), Lipjan (1301/08 – Municipal Assembly), Prishtinë (1904/04 – Mayor and Municipal Assembly), Prizren (2034/04 – Mayor; 2034/01 | 2034/03 – Municipal Assembly), Shtime (2207/01 – Mayor) and Suharekë (2404/01 – Municipal Assembly).

The election campaign for the second round of local elections on November 9 will last seven days.
