This initiative is supported by the Government of Luxembourg and includes a fund of one million euros.

According to the presented scheme, enterprises can receive up to €20,000 for a single measure, while if two measures are combined, the total grant can reach up to €25,000.

The outgoing Prime Minister, Albin Kurti, during his speech, emphasized the importance of previous investments in the private sector and the impact they have had on economic development.

Kurti stated that thanks to €100 million in subsidized investment loans for 379 enterprises and an additional €12 million for 440 businesses, doors have been opened for automatic lines, robots, and new equipment.

“Now we have opened doors for automatic lines, for robots and new equipment, thanks to €100 million in subsidized investment loans for 379 enterprises and an additional €12 million for 440 businesses that expanded their capacity without jeopardizing their balance sheets. We ensured the utilization of support from our diaspora through the issuance of treasury bonds worth €10.4 million, which enabled investments for local producers. As a continuation of the investments we have made so far, the scheme we are presenting today reflects two priorities of our government. The first is supporting the private sector, particularly producers, and increasing the competitiveness of local products, and the second is improving energy efficiency, which is closely linked to reducing production costs and increasing competitiveness in both the domestic and international markets,” said Kurti.

The outgoing Minister of Economy, Artane Rizvanolli, highlighted the importance of institutional cooperation for the implementation of this scheme, emphasizing that it comes at an important moment for Kosovo’s energy market.

According to her, the scheme will contribute to increasing competitiveness for businesses operating in a liberalized market, reducing costs, and lowering imports.

“This scheme comes at a crucial moment as Kosovo implements the second phase of market liberalization, where over 700 companies already operate in the liberalized market. This is our way to ensure that those most affected—productive businesses, which are the backbone of the economy—receive proper support to make investments that are beneficial both for them and for Kosovo’s economy in many ways, including increasing competitiveness, reducing costs, reducing imports, and ensuring greener and more competitive businesses for Europe today and in the future. The clean energy grant scheme will offer up to €20,000 per single measure or up to €25,000 if two measures are combined,” Rizvanolli added.

The outgoing Minister of Industry, Entrepreneurship, and Trade, Rozeta Hajdari, announced that the implementation of this scheme will be carried out by the Kosovo Investment and Enterprise Support Agency, under the Ministry of Industry, Entrepreneurship, and Trade.

“This scheme will be implemented by the Kosovo Investment and Enterprise Support Agency, under the Ministry of Industry, Entrepreneurship, and Trade as part of project KSV 024, financed by the Grand Duchy of Luxembourg. This scheme will focus on enterprises most affected by the open electricity market, whose projects aim to increase energy efficiency and the use of renewable energy within the enterprises,” Hajdari said.

Meanwhile, the Ambassador of Luxembourg to Pristina, Eric Dietz, praised the cooperation with local institutions and the positive impact this scheme will have on the economy and the environment.

“These schemes demonstrate Luxembourg’s concrete support for the private sector. These measures will reduce energy costs, improve competition, and lower gas emissions. People in Kosovo need stable jobs. Through these collective efforts, Luxembourg reaffirms its long-term commitment to a digital transition and to the private sector,” Dietz said.

Finally, the program for the clean energy grant scheme was presented.

The outgoing government has presented a new clean energy grant scheme, aimed at supporting businesses in increasing energy efficiency and improving their competitiveness in the market.
