This is the assessment of security experts in the country. Any person or individual who contacts those people declared terrorists by the Government of Kosovo, by security bodies, who are on Interpol’s red list, who have had a destructive approach towards Kosovo and directly endangered the national security of Kosovo—and anyone who cooperates with them and shares information to the detriment of Kosovo—this is considered extremely dangerous,” he stressed.

Security expert Burim Ramadani says that Serbia’s intelligence, in its hostile war against Kosovo, continues to use members of the Serbian community in Kosovo for espionage purposes. According to him, the fight through espionage is not one that ends quickly.

“Kosovo has been continuously attacked since the end of the war by hostile espionage operations not only from Serbia but also from Russia, and likewise from other states such as Iran and others that still do not recognize Kosovo’s statehood. The aim of these hostile espionage activities is not only to collect information on political or economic developments in Kosovo, but also to influence internal affairs of the state at different stages. It is therefore clear that Serbian intelligence, in its hostile war against Kosovo in terms of espionage, also has predispositions to use members of the Serbian community that live in Kosovo. This is not only because of the shared language and political goals, but also due to the tradition and continuity of their ties with the state of Serbia and its aims against the state of Kosovo,” he said.

Jelena Gjukanović, who was arrested under suspicion of cooperating with the Serbian BIA, was employed by the OSCE. She was arrested in February of this year in the Mitrovica region, under well-founded suspicion that she, in co-perpetration, committed the criminal offense of espionage.

The initial hearing in the case against Jelena Gjukanović, charged with espionage, will be held on September 16.

The Special Prosecution of Kosovo today also filed an indictment against another person suspected of espionage. The case involves an individual with the initials H.S., who is accused of having cooperated with the BIA from November 2009 until his arrest on May 6, 2025.

During this year, the Special Prosecution of Kosovo has filed several other indictments for espionage.

Any form of espionage against Kosovo is dangerous and poses a direct threat to national security.
