The expert on security issues, Avni Islami, says that this is Serbia&#8217;s method to put pressure on the international community in order to make the Association of Serbian-majority municipalities a reality.<\/h2>\n<p>In an interview for KosovaPress, he says that Serbia aims to create a third level with the institutions of Kosovo through the Association.
