Only 15% of children aged 3-4 attend early childhood education programs. 8% of children aged 7-12 years have been reported to have functional difficulties in at least one area. Only 38% of children living in communities have been fully vaccinated,&#8221; the press release said.<\/p>\n<p>KOMF stressed that only 1% of the total central budget is allocated for social services.
