Kosovo’s President, Hashim Thaçi, has stated that he will not meet today the EU Special Representative for the Pristina-Belgrade Dialogue and other Western Balkan regional issues, Miroslav Lajcak, if the latter does not have a concrete proposal for Kosovo.
