After the certification of the parliamentary elections on February 9, the way will be opened for the president, Vjosa Osmani, to call the constitutive session of the Assembly of Kosovo within thirty days. However, the ninth legislature is not considered constituted without the election of the bodies of the Assembly, including the speaker, deputy speakers and the presidency. And such a thing, according to legal experts, may be delayed despite the call of the session where the elected deputies can be sworn in. The reason, according to them, is the political composition and the numbers that are in the Assembly. The same people declare that they do not expect the Vetëvendosje Movement as the winning party of the elections, to go with the nomination of the speaker of the Assembly without having a secure governing coalition.

Researcher at the Kosovo Democratic Institute (KDI), Eugen Cakolli, says of KosovaPress, that he expects the results of the February 9 elections to be certified next week, after the completion of appeals to the Supreme Court.

The Vetëvendosje Movement on Friday filed a complaint with the Supreme Court regarding the LDK postal votes, requesting their cancellation and a re-voting of this process. This complaint was dismissed a day earlier by the Electoral Complaints and Appeals Panel (ECAP). The court also received a complaint from the PDAK-LPB Coalition against the ECAP decision A.nr.639/2025 and another from the PDK candidate for deputy, Petrit Hajdari.

According to Cakolli, the certification of the elections is the formal step after which the deadlines for the constitution of the Assembly and the formation of the government begin to run.

However, according to university professor and former member of the Constitutional Court, Kadri Kryeziu, without the election of the Speaker of the Assembly and the presidency, the ninth legislature cannot be considered constituted, despite the oath of the deputies.

For this reason, KDI researcher Eugen Cakolli says that if a governing coalition is not reached, there is a risk of a prolonged political crisis, consequently the Assembly may not be able to be constituted and the government may not be formed within the constitutional deadlines.

Based on the final results of the February 9 elections, the Vetëvendosje Movement came first with 42.30 percent of the vote, the Democratic Party of Kosovo 20.95 percent, the Democratic League of Kosovo 18.27 percent, the AAK-Nisma coalition 7.06 percent. Based on these figures, the Vetëvendosje Movement will have 48 deputies, PDK 24, LDK 20, AAK-Nisma 8, and non-majority communities 20 deputies.
