The member of the Budget Committee, Ferat Shala, has criticized the Board of the Public Procurement Regulatory Commission (KRPP) for the negotiated tender worth 9.4 million euros for books.
During the review of the annual report of the KRPP in this committee, deputy Shala emphasized that this tender was developed with a negotiated procedure.
"Give us details on how you evaluated this tender, because there is no special law that says textbooks are exclusively negotiated. There is no special law that takes the copyright from others and gives it to only someone, because the right is to each individual. Can we know how this contract came about, that today our children are educated by these direct negotiations at the table. It is not copyright, we know what the copyright law says. Who has the copyright for nine class. There is no possibility after this. If you have no comment, we ask for an official written answer in the shortest possible time. I am asking for every detail about this tender that is being negotiated with the Ministry of Education," said Shala.
Despite the criticism, the chairman of the KRPP Board, Osman Vishaj, has justified this by saying that it is a special law that has enabled this tender with the books.
After the request of MP Shala, Vishaj said that they will send the Commission a written answer for the book tender.
Meanwhile, the chairman of the Budget Committee, Armend Muja, asked the KRPP Board about the opening of contracts without financial means.
Meanwhile, the member from the Board of the PShP, said that this objective was not achieved due to technical issues.
Avni Sahiti, member of the board of this institution, presented the 2022 report to the Commission and concluded that the progress and results achieved in KRPP are positive and in compliance with the performance plan./E. Krasniqi/
