The two candidates of the Democratic League of Kosovo, Dr. Serbeze Kabashi-Muçaj and Dr.sci Besim Mulaj, have presented their vision for the health sector, providing many details and solutions.

They wrote on Facebook that this is a concrete and feasible plan that can take healthcare in Kosovo to another level.

"We believe that healthcare should be accessible, qualitative and modern, and we will commit to this with all our capacities."

The healthcare that Kosovo needs!

For more than 25 years, efforts to build a functional health system in Kosovo have been ongoing. We cannot say that nothing has been done, but the reality shows us that not enough has been done yet.

Every year, hundreds of citizens are forced to travel abroad for medical treatment. This situation creates two major problems:

1. High costs for patients and their families, who often spend their life savings to obtain necessary treatment.

2. A huge burden on Kosovo's economy, as millions of euros leave the country for treatments that, if we had a developed healthcare system, could be provided within Kosovo.

Instead of Kosovo investing in and developing a sustainable healthcare system, we still remain dependent on other systems. This is unfair to our patients and a major obstacle to the country's development. #BeTheChange!

Our vision for Kosovo's healthcare

As doctors and economists, as professors and candidates for MPs from the LDK, we are committed to a modern, functional and fair healthcare system that serves the patient and only the patient. This is a concrete and feasible plan that will make it possible to:

1. Construction of Pristina Hospital

Prishtina is the capital and the reference center for medical services in Kosovo. However, there is no modern hospital to meet the needs of the population. The UCCK continues to be overloaded and many services are impossible due to insufficient infrastructure.

✅ Our solution: Construction of a new university hospital in Pristina, equipped with the latest technology and with sufficient capacity to treat the most complex cases.

2. Creation of the Health Information System

Today, patients face a lot of bureaucracy in obtaining health services. The lack of a unified data system causes time loss and confusion for patients and health professionals.

✅ Our solution: Digitalization of the healthcare system, where every citizen has an electronic file with their medical history. This will increase the efficiency of services and avoid unnecessary delays.

3. Full implementation of Health Insurance

Kosovo is one of the few countries in the region that still does not have a functioning health insurance system. The lack of this system means that citizens pay high out-of-pocket expenses for medical treatment.

✅ Our solution: Implementing health insurance for all citizens, guaranteeing full coverage of the costs of essential medical services. No one should be left without treatment due to financial inability.

4. Mobility and Exchange of Medical Staff

One of the main challenges of the healthcare system is the lack of specializations and advanced training for medical staff.

✅ Our solution: Partnerships with the most developed international hospitals and centers, where Kosovar doctors will be able to specialize and bring the best experiences to Kosovo.

5. Harmonization of the Public and Private Sector

In Kosovo, public healthcare is overburdened, while the private sector is unaffordable for most citizens.

✅ Our solution: Integration and harmonization of public and private healthcare, to provide better and more accessible services for all.

6. Modern Managerial Policy in Health

The management of health institutions has often been weak and politicized.

✅ Our solution: Implementing a modern management model, based on the standards of developed countries, including strategic planning, resource efficiency, and accountability of health managers.

7. Modernization of Health Infrastructure

Many hospitals and health centers lack modern equipment, which makes it difficult to provide quality services.

✅ Our solution: Investments in advanced medical technology and equipment, to provide the highest level of treatment for our patients.

8. Motivation and Support of Doctors and Nurses

Kosovo's healthcare system should not be a place where doctors and nurses only think about emigration.

✅ Our solution: To create a system where doctors and nurses feel valued, rewarded for their work and have real opportunities for professional advancement.

9. Specializations for all young doctors and recognition of work experience

Today, many young doctors face a shortage of places for specialization, creating uncertainty about their professional future.

✅ Our solution:

Every new doctor will be guaranteed a specialization position.

All doctors will have their work experience recognized, creating equal opportunities for professional development.

For a healthcare system that serves the citizen

This is not just an electoral promise – this is a concrete and achievable plan that can take healthcare in Kosovo to another level.

We believe that healthcare should be accessible, qualitative and modern, and we will commit to this with all our capacities.
