The creation of the "National Health Insurance Law, as an opportunity for Health Sector Services in Kosovo" was the main topic that was discussed in the second part of the annual conference organized by the Association of Private Hospitals of Kosovo (ASPK), where about 29 private hospitals participate.
In addition, in this conference which brought together the public and private sectors of health, the importance of the implementation of the Law on Health Insurance and the cooperation between the public and private sectors of Kosovo was emphasized.
The president of the Association of Private Hospitals in Portugal, Oscar Gaspar, said that in Portugal most services, providers, including hospitals, laboratories and drugs are private. But he emphasized that the main component of the financing is public.
He said that in Portugal about 30 percent of the financing is done directly by the patients themselves, when they go to private providers or consume drugs.
"In Portugal, most services, providers are private and we are talking about hospitals, laboratories, diagnostics, drugs. The provision is made by the private sector, but the main financing component is public. Which means that with 66 percent, two thirds goes to the private sector. Below the EU average, some 2008 euros per capita per year are invested, in the second graph it says that people spend some 5 percent of GDP on health care. In Portugal, once 30 percent of the funding is financed directly by the patients themselves, when they go to private providers or consume drugs. So 30 percent of the pocket is a big figure and we have to reduce this...", said Gaspar.
The director of the Health Insurance Fund, Amir Keka, said that cooperation between the public and private health sectors is an opportunity that can bring many benefits to patients and the health system in general.
He added that with the start of the implementation of the Health Insurance Law, many challenges will be avoided.
"Cooperation between these sectors is an opportunity that can bring many benefits to patients and the health system in general. The public sector, which has the main responsibility of providing services to all citizens, and the private sector, which often offers frequent opportunities and flexibility, can complement each other to create a more efficient health system. This collaboration can help promote an integrated approach of the health system to develop health education programs and create new opportunities for the treatment of chronic diseases, the prevention of health problems... We as the Health Insurance Fund are committed and we have proven that we are ready for cooperation because, as you currently know, our main function is the program for medical treatments outside public health institutions and with the financial support we offer to our patients", said Keka.
Meanwhile, the president of the Chamber of Commerce in Kosovo, Lulzim Rafuna, emphasized that the health insurance of the population, with special emphasis on employees, is a fundamental prerequisite for sustainable economic growth and the general development of our country.
"As a member of the National Council for Safety and Health at Work and the Economic and Social Council, even though they are currently not functional, OEK would be a key partner and will be a key partner in the future when these councils will be functional in relation to with health insurance. We believe that these forums are the most necessary platforms to guarantee effective coordination and to help achieve common objectives for the well-being and security of employees and all citizens of the Republic of Kosovo. Health insurance of the population, with special emphasis on employees, is a fundamental prerequisite for sustainable economic growth and the general development of our country. "Healthy employees help companies to be more productive, and productive companies are the driving force of the economic progress of the state of Kosovo", emphasized Rafuna.
The director of the American Chamber in Kosovo, Arian Zeka, said that the implementation of the Health Insurance Law represents an important opportunity for the transformation of the health care system in Kosovo.
While emphasizing the position of OEK, Zeka said that before the implementation of this law begins, it is important that the relevant authorities make all the necessary preparations.
"The implementation of this law represents an important opportunity for the transformation of the health care system in Kosovo. Not only does it pave the way for large and quality access to health services for our citizens, but at the same time it also enables the strengthening of services in the private sector in health care...Events like these emphasize the importance of open dialogue and continuous cooperation in inspiring of the future of the health system of Kosovo. The Health Insurance Law provides a framework that enables cooperation between actors in the public and private sectors, together with the health law at the same time... The Health Insurance Law creates conditions for sustainable investments, improved infrastructure and improved service delivery in the same time. The partnership between shareholders in the public and private sectors is essential for achieving a more efficient system...However, it is the position of the American Chamber that before the implementation of the law begins, it is important that the relevant authorities make all the necessary preparations", said Zeka.
The law on health insurance was approved in two readings in the last session of the Assembly of Kosovo.
