The well-known American analyst Daniel Serwer has come up with suggestions in relation to Kosovo and the Western Balkans, which the United States of America should do after the presidential elections in November.
In an op-ed in Peacefare, he said that the American administration must correct the mistakes of the last three years, which have largely produced diplomatic failure in the Balkans, since the administration of President Joe Biden mistakenly focused on the creation of an association of municipalities with a Serbian majority. in Kosovo.
"Harris' views on the Balkans are not known. But she has spent a career chasing down criminals and championing equal rights. Serwer suggests the new American administration after the November elections should consult with Prime Minister Albin Kurti on a joint plan to establish beyond doubt the sovereignty and territorial integrity of Kosovo.
"This must include an end to Belgrade's intimidation of Serbs joining Kosovo's security institutions and wider international recognition. Endorse as conditional support from official US positions for a non-governmental association of Serb-majority municipalities. The municipalities themselves must form this association in accordance with the Constitution of Kosovo. The conditions must include Belgrade fulfilling its obligations under the agreement in which Prishtina agreed to the association", writes Serwer.
He also says the new US administration must publicly show official Belgrade that it must show accountability for the Serbian government's abuses of the past year, which include the kidnapping of Kosovo police officers, riots against KFOR, and the Banjska terror plot.
Serwer says the failure of three years of US and EU diplomatic efforts suggests a dramatic U-turn is needed, given Serbia's strong resistance led by Aleksandar Vuçiq is committed to the "Serb world" goal of governing Serbs in neighboring countries.
"He (Vuçiq) has been successful in Montenegro. The government in Podgorica is under the thumb of Serbia. In Bosnia and Kosovo, only de-facto separation can bring success in Serbia.
