The draft budget of 2025, discussed for 48 hours in the hall of the Assembly of Albania, was approved in principle with 75 votes in favor, 40 against, while 22 deputies present in the hall did not participate in the vote.
The 2025 budget is 2 times higher than that of 2013, with a total of about 8.2 billion euros. According to forecasts, economic growth is expected to be 3.9%. This growth will be generated mainly by domestic demand, both from private consumption and from total investment in the economy. Tourism will also have an important role.
Public debt is expected to be reduced to 55.8% of GDP from 56.3% and a productive ratio between total net borrowing of the budget and capital expenditure of the central government, realizing a positive current balance of 3.6% of GDP.
According to the forecasts in the budget, at the end of 2024 unemployment is expected to reach the level of 10.2%, and for 2025 the forecasts are that the unemployment rate will decrease to 9.8% of the active workforce.
The budget revenues for 2025 are expected to be 754.6 billion ALL or 28.8% of GDP. Compared to the revised plan for 2024, the budget revenues for 2025 are predicted to be about 40.6 billion ALL more/ATSh
