The Public Procurement Regulatory Commission does not have a strategy to ensure the continuity of the e-procurement system, and it is also not efficient enough to manage problems in the system, while it continues to face a lack of staff. Thus, it was announced in the Commission for the Supervision of Public Finances during the examination of the information technology audit report "Electronic system of public procurement e-procurement", in which the chairman of the KRPP Osman Vishaj reported.
The deputy from the Democratic Party of Kosovo, Hajdar Beqa, said that e-procurement should also be connected with other government systems.
For this, the chairman of KRPP, Osman Vishaj, has stated that the audit results show that the electronic e-procurement system has helped increase efficiency in the development of public procurement.
During his report to the Commission for the Supervision of Finances, Vishaj said that they face a lack of staff.
Meanwhile, deputy Beqa has asked if this institution has any role to influence single-source contracts.
For this, Vishaj said that if they compare the year 2023 with 2022, there is a slight decrease in value.
On the other hand, the chairman of the commission, Hykmete Bajrami, asked if there are cases when a contracting authority does not notify the KRPP at all and starts the negotiated procedure.
Unlike previous years, Vishaj said that every negotiated procedure is published on the e-procurement website.
Meanwhile, the deputies agreed that the audit report should not be sent for consideration in the Assembly session, since there were few findings in this report.
