The Government of Kosovo considers the first governing year successful. In the executive they say that they have fulfilled all the priorities they set last year. According to them, in nine months in power they have successfully managed the pandemic and vaccination against COVID-19. It is also mentioned what they value as economic revival, the great decision-making and the proceeding of 119 draft laws in the Assembly. But such work is not seen by the opposition who say that the Kurti Government has shown itself to be incapable of management in 2021. Meanwhile, civil society appreciates the great decision-making of the executive, but they say that there is no qualitative background for see their impact.
The spokesperson of the Government of Kosovo, Përparim Kryeziu, tells KosovaPress that the work of the executive should be evaluated based on the priorities listed in the governing program.
He says that during nine months of governance, they held 53 meetings, where 489 decisions were made and 119 draft laws were approved.
"The nine-month work of this government should be evaluated with its priorities listed in the Government's program. These priorities are twofold, the management of the pandemic and the economic revival continues. In the priority of managing the pandemic, I appreciate that the Government of Kosovo has done an extraordinary job in its management due to the fact that Kosovo today has the lowest number of new cases, the lowest number of deaths, especially compared to the region. At the same time, there is the highest vaccination rate. [...] As for the economic revival, it is evident that Kosovo is recording an economic growth previously unseen. A double-digit increase which is accompanied by an increase in export, an increase in customs revenues and collected by TAK", he says.
The deputy of the largest opposition party, Ferat Shala, has a completely different view on the work of the executive. The deputy of PDK raises doubts about the executive's managerial incompetence.
"In reality, there is no fulfillment of any promise he has given, whether in a party line or a political official as a government. We do not have fulfillment of legislative projects either, that is, neither in the legislative and executive program. We have a bad situation, add to this other influential factors that have aggravated the country, such as the global energy crisis and the pandemic. "We are really concerned about the level of irresponsibility and managerial unpreparedness that this government has," said Shala.
Criticisms for lack of decision-making, regarding big topics such as dialogue and visa liberalization, the Government spokesperson says that these do not depend on the executive.
However, according to him, they have proven through the rule of law that they deserve to leave the visa regime and have shown the right position regarding dialogue.
"Big issues such as visa liberalization are not all in the government's decision-making, but what depends on the government is to prove that it is serious in fighting crime and corruption. At the same time, to prove its political will in the reform of the justice system. In this case, this has also been proven through the advancement of the current legal framework and now the voting of the concept document for the vetting process. [...] Dialogue is one of those processes that does not depend entirely on the commitment and will of the government. The government has shown its readiness, but also the serious treatment it gave to this topic by being firm and clear in its positions", he adds.
Meanwhile, Erblin Hoxha from Lévizja FOL tells KosovaPress that the executive in the first year lacked the consolidation and functionalization of the government.
"We have seen that the Government has made extremely numerous decisions in their meetings, they are not necessarily related to the work plan, as there are issues that arise on the spot. In that respect and if we look at the numbers, it turns out to be an extremely large number of decisions, but which do not have a qualitative background of what the impact of those decisions was, but in quantity there was an extremely large number of decisions that have been received by the government in these ten months. [...] The first 6-7 months of the government were also characterized by health security issues. We still have a time when the pandemic dominates the politics of the government, but also of the relevant ministries. In this case, we have seen that the government has taken an extremely large number of decisions in this aspect. As for the general dynamics, we must understand that it is a new government and until this moment that we are talking about, some positions have not yet been filled and there is a need for new staff. This shows us that it is not a complete consolidation of the government, where we have our criticisms in the malfunctioning of the government within this period", he says.
The Kurti government was formed on March 22, 2021, after the parliamentary elections of the same year.
